for me i fill up with Tier 1 runes 1st. then after lvl20, i start buying Tier 3 runes.

Tier 1: cheap for what they offer
Tier 2: hell no. it's bullshit! never get it.
Tier 3: expensive, but worth it.

After filling up Page 1 runes page, i start buying T1 runes which cost 15 IP a lot and combine it into T3. its cheapest way of getting runes. we only spent 375 IP for 25 T1 runes. cheapest T3 runes is 205 IP not many T3 runes cost 205 IP worth it, usually the one cost 410 or more offers better stats. that saves a lot in long run.

25 x 15 = 375

it is worth every IP if we happen to get the T3 Quintessence which cheapest is 510 IP which not many really get it. usually peoples go for 1025 IP or 2050 IP runes.
