ok scientific outmigration or brain drain is when our professional labor workforce migrate abroad and work there..among its effect is that it will cause its host country (in this case Malaysia) to lose one of its human resources..there are several determinants that i can think about:
1. wage rate 2. working/leisure hour 3. standard of living
so what other determinants do u think can causes this BRAIN DRAIN syndrom..

Political scene & old ideology that kept the younger generation at bay to prolong the money making method by relationship rather than technology savvy and protect family fortune or dynasty.
Also god's will.

I think a lack of opportunity(in terms of a career) is also a big factor.

Or you know, they're fedup with the incompetence shown in most fields in this country? I'd leave Malaysia too if I had the means.

There's quite a few sectors in Malaysia that remained relatively undeveloped throughout the years. (Science-related)
For instance my case, i am biotech graduate but just couldn't find related jobs in Malaysia thus i have no choice but to leaving for neighboring countries where the job opportunities are more. Despite the government's push for the biotech sector, nothing much seemed to be happen from what i see.
Racial Quota is another thing, needless to explain, sure everyones quite familiar with it.

IPTA top the list. Dreamer

Heck it!
Even the locals are deemed capable and qualified that those "ang mo" expatriates. We should rub off the image of "ang mo" is more superior than us. We are a competitive bunch too.
Have you heard of "Dasar Pandang ke Timur?" There are numerous reasons on why brain drain a.k.a hemorrhage of knowledge. One of the reason that I wish to voice out is government's policies.
Let's talk about NEP, shall we? Some say this policy represents the bloody de facto "social contract". Come on!
Let's talk about our younger generation's education. I came into realisation that it's bloody unrealistic that the education system can be effectively overhauled. Hey! Maths and English language switch policy? What the bloody hell were they (Government of Malaysia) messing about? Even a language switch can create a bloody havoc? Give me a break!
Regards, Joey
p.s: Politics in Malaysia is akin to Hollywood's entertainment.

Basically, the reason for a country's "brain drain" is because these "brains" (so to speak) are not appreciated and/or required in that country. The determinants that TS listed all boil down to whether the human resource of that country is being truly appreciated and, if so, justly rewarded. Yes, political stability does play a part, and for some a very important part, but at the end of the day people still go where the rewards are after taking into consideration the opportunity costs.

Lack of patriotism could be a factor. You can pay more in Singapore or Hong Kong but for a person who loves homeland they will stay back. For people who do not think highly of their homeland, they will leave even for a decrease in pay. After all it is a ticket out of the place.
