Not all mobo able to change the multiplier, budget ones usually dont have this OCing feature.

Vcore need to be bumped up bit by bit by running Orthos to test the stable OC.

vcore increase and decrease is absolutely normal and it's a feature call intel Speedsteap. It's there to save energy and ur electric bill.

A simple google you can find that ur motherboard is a decent OCer, getting 3ghz++ is not impossible. u just need some skills only.
