Not quite, and it's very weak compare to other weapons. The main strength is the combo, not singular hits for SA.

Yes upswing deals 38 damage, SA lv 3 charge deals 60 damage, but 1 lv3 GS charge deals 148 damage. And my GS raw is 960 before food and talon

Should be, I have always carried one power one armor on every quest

See, you need to do combos, but how many combos can you do on the tail? My guess is first charge strike and the monster will turn away most times

Oh and I got my figures from Capcom's official guide, not faqs lying around

And most importantly this is team play, if wanna damage everything on your own might as well play solo. I can upswing everytime too, but I choose not to since I want everyone else in the team to enjoy the game. I can use LS to trip everyone too with my spirit combos, but I hardly use LS for the same reason, my teammates are around.

Sleep - only first damage counts 3x. So it means only the first cahrge counts, which is 15, multiply with 3 = 45. GS lv3 charge 148 x 3 = 444. Difference is obvious right?

Monsters every single attack cause exhaustion, and once it reach the cap it will drool. Using KO attacks on any other parts than the head also exhaust them too
