Plucking finger - Classical style (it's smoother too) is thumb plucks the bass strings (6th to 4th) and the other fingers do the treble strings (3rd to 1st). But as brownman said, also personal. I feel classical style is better but may be harder for some people to do since it needs coordination.

Fretting finger - This is the personal preference.
