Most of the time given when issue is faced by people is mostly backhaul issue and congestion.
Anyone tried using their connection during midnight? Midnight as in 3-5am

If thats the case then its definitely DSLAM congestion or backhaul problem..think about it lor,those time you all lag is most probably ppl p2ping,youtubing etc etc Check out your SNR and line attn,take the phone up and press any button and hear got static ornot,test with another new modem. If all ok then definitely backhaul issue

tmnet could be doing packet sniffing to throttle the speed
use vpn,changing IP is more or less useless,you will just recycle back to another leecher's IP

Have you tried opendns?
Or try another ISP's DNS(within Malaysia)
Power cycle your modem for at least 15 minutes
