Charging means to hold a certain direction before releasing it and going on with the rest of the command. For example, Guile's Sonic Boom: ( <--> + P) Hold Back for 2-3 seconds, then press forward and punch or kick simultaneosly. Only then will the move be initiated.

So basically, all you have to do for Chun-li's Ultra is: (<-->,<,v,>+ K) Hold Backwards for 2-3 secs, then press forward, back, down, forward + All 3 Kick Simultaneosly. Remember, the burning round ultra meter must be filled before doing this.
