guys how to unlock gouken ah ? he already appear in my arcade mode, i won but still canot unlock it. anyone help ?

anyone have SF character's command list? did the some of chracters ultimate skills changed in every version of SF? cuz i rmb last time i played Playstation de SF EX, dalshim ulti skills is different if im not mistaken. sorry im not a SF fans though , just asking cuz i got play it sometimes
