After further discussion with our organizing committee, we decided to open the registration of CS1.6 and Blackshot as there are demands of the games. However, only ONE out of these THREE games(Sudden Attack, CS1.6, Blackshot) will be chosen in the end based on the number of participants and feedbacks.

GENERAL RULES
Backdooring:
- Backdooring is allowed
Sharing of Items:
- Sharing of items is allowed as long as the game permits. It is not allowed to suicide to pass Rapier.
Item Restrictions:
- There are no item restrictions
Abuses & Exploitation:
** Hero Trapping (Warning or Game Loss):
Intentionally trapping enemies into trees or holes is not allowed.
** Pause/Resume Abuse (Warning or Game Loss): You may pause at the beginning of the game for tunneling the host and to wait everyone to arrive (maximum of 3 minutes). If the 3 minutes passed, then you must resume and do the hero drafts.
From this point on pausing without any valid reason is disallowed. Resuming the game without the other team confirming that they are ready is not allowed either. Teams that are constantly pausing or resuming to ruin the game will receive a game loss. If someone pauses the game without a valid reason will receive a warning.
** Creep Blocking (Warning or Game Loss):
Creep blocking permanently is not allowed but creep slowing/delay or luring is allowed. It is not allowed to block creeps with the help of spells, such as fissure, sprout etc. it is only allowed to use the hero model to intercept with creeps (accidental blocks are okay, as long as the fissure - for example - was directed at an opposing hero).
** Base Entrance Blocking (Warning or Game Loss):
It’s not allowed to block the base entrance for defensive purpose with the help of spells, such as fissure (accidental blocks are okay, as long as the fissure - for example - was directed at an opposing hero)
*** Bugs Exploitation (Warning, Game Loss or Disqualification):
No Exploitation of any known old or new bug discovered during game play. No excuses will be entertained. Ignorance is not an excuse. Participants/Teams are expected to know what these bugs are. Participants/teams that experience any abnormal game play are advised to inform the marshal on duty immediately.
Definition of “bugs” :
- Anything abnormal which will give a player/team an unfair advantage.
- Anything which will cause interruption/fatal error to the game.
Cheating (Disqualification):
Any kind of cheat is strictly prohibited. Warkeys/Dotakeys are allowed.
** The game has to be played till the end in any situations and the replay/screens be sent to the admins for investigation.
*** If the game did not crash, then the game has to be played till the end and the replay be sent to the admins for investigation.
DISCONNECTIONS:
Teams are persuaded to save their games frequently during a match in order to compensate for disconnections (every 10th – 15th minutes)
Disconnect before the first hero has been killed: match load from the save if exists.
In case there is not a save after the ban/pick process: teams must take a screenshot with open scoreboard or save the replay, the match has then to be remaked in –ap mode with the same heroes/lanes.
Disconnect after the first hero has been killed:
a) If a save game has been made within the last 10 minutes, then consult the rule below. If not then the game continues without the disconnected player.
b) If the game was saved less than 10 minutes before the disconnection of a player, then the game has to be reloaded unless:
- the team losing their player wants to continue without a reload
- the other team destroyed at least one rax and they wish to continue
- If team 1 have killed 5+ heroes more than team 2 during the time from the last save game and the disconnection, then the disconnect is in the favor of team 1 which may choose whether to continue the match or remake from the save game. For example: at the time of the save game the score is 35-35 and at the time of the disconnection the score is 42-37 for team 1
An Aegis counts for 1 kill
A tower counts for 3 kills when calculating this, down.
If neither team is in advantage then an admin should be consulted, unless teams can agree to a decision by themselves.
If the players or the host pulled off, then there will be consequences of that action.
If a disconnected player is not able to be present within 20 minutes, games should go on without him.
Both teams have the right to request a save after big team collisions and when at least one building was destroyed.
After a remake all players have to pick the same heroes as before, buy the same items and must go to the same starting lane. On initial creep contact, the players may change their lanes
If the same player disconnects more than 2 times, then the opposing team may chose to continue the match without him (the opposite team is allowed to continue without the disconnected player starting form the 3rd disconnection).
It is allowed to use a disconnected hero, but it is not possible to give his items to other players. The items may either stay on the disconnected hero, or be sold so the money is dispersed among the remaining players. Consumables are allowed to use up.
Whenever there's a problem that you can't decide just by reading the rules, then always contact one of the admins. You can contact them on the tournament official IRC channel or by posting in the tournament forum section.
In case of dispute without reasonable proofs, game has to be replayed.
PENALTIES AWARDED:
Player Warning: after a warning is given, the game goes on. If a player accumulates 2 warnings during a tournament, he will be banned to play the next game. If the player received his 3rd warning, he gets perm banned from the tournament.
Team Warning: if a team breaks one of the minor rules or several of its players are warned during a game, then the team receives a warning. If the team collects two warnings, then their last game where they broke the rules will be resulted as a Loss for them no matter what the in game result was. Upon receiving the third warning, the team gets disqualified from the tournament.
Game Loss: game loss given to a team means that the team loses the current game no matter what the result of that game is. A win would be awarded to the opponent instead.
Disqualifications: A team disqualified will be ejected from the tournament. They will not be able to further continue the current event. None of their players on the roster are allowed to join any other teams during the tournament. Using any of these players as ringers will result with the disqualification of the team using them.
Bans: A player banned is no more able to play any of the tournament’s games. Dodging the player's suspension by fake/multi-accounting will result in the disqualification of the team.

GAME MODE:
PROMOD Live
The PROMOD Live applies 1 game mode competitively.
Search and Destroy
Attacking team attempts to eliminate all defenders or destroy one of 2 objective locations on each
map.
Defending team attempts to eliminate all attackers and defend each objective location on each
map.
Sides change depending on the max rounds setting in the tournament.
Common Tournament Settings
Mr3 – Teams change sides every 3 rounds, 4 rounds to win. Draws are possible.
Mr10 – Teams change sides every 10 rounds, 4 rounds to win. Draws are possible
Mr12 – Teams change sides every 12 rounds, 13 rounds to win. Draws are possible.
Knockout – First team to reach the preset score limit wins.
PROMOD SPECIFIC RULES
PROMOD – Knife rounds will decide maps and sides. The winner of the knife
round will choose the first map, while the loser will choose the side. The loser then
chooses the second map and while the winner chooses the side. This sequenced is
carried over to the overtime mode starting with a new knife match.

TOURNAMENT RULES
General Tournament Rules
The Organizers reserve the right to modify the rules as needed. This includes
changes due to software updates or releases, competition committee decisions and
all other changes deemed necessary to online tournaments.
Teams are responsible to check the rules on a regular basis and p rior to every
match to ensure they are in complete compliance. Teams must understand that rules
listed are guidelines to ensure fair and competitive play and are subject to
interpretation by the administrators based on the spirit of the game.
Dead Silence
Players can speak to team mates but are not allowed to speak to the competitor.
Players can only speak when they are still alive in - game. Once their players are killed they are
barred from speaking. This onl y applies to Search and Destroy.
Pla yers may do a final report before they are completely barred from speaking. The
duration of the report must be within 1 - 2 seconds.
Console Commands
Certain console commands are alterable while some others are to be fixed.

If teams are caught using these binds or alterations, action will be taken
against them.
Configurations
Any configuration change s other than the ones provided by the game (Using
3rd party programs) will be considered as hacking.
Teams being caught using either will be punished at an administrator’s discretion.
Demos (replays) of each match will be required by every player. In the event
of a dispute, the tournament administrator may need to review a particular match demo.
A team accused of abuse may be disqualified automatically if he/she does not have a record to prove his/her innocence. Beware!
Substitutions
Substitutions can be made at anytime during a half-time period of a map.
However, they may only do this ONCE per match.
Substitutes must be a registered substitute player and may not be replaced
by anyone else other than his own registered squadmates.
Warning & Disputes
Disputes must be directed to a marshal/head marshal. Upon such an event,
the game will continue until it reaches either a half time or completion.
Demos/records will be use as a basis of a dispute and also evidence if need be.
Teams will be given 3 cumulative warnings before being disqualified.
If players wish to dispute about the opposing team, team leader must inform the
marshal immediately of any inconsistency with the opposing team. A team calling a
dispute may be penalized if th e claims are false.
Judges/Marshalls decision will be final.
Disconnections
In the event of a disconnect ion , scores will be reset to the previous scores
before the disconnection regardless of the state of the game before it. If a server
disconn ection occurs within the first 8 minutes after the match starts, the match will
be restarted.
If any player from either team intentionally/unintentionally disconnects, the
match will continue with insufficient team members.
GLITCHING AND BUG ABUSE
Definition
If a player or a team is found/caught abusing a bug or a glitch, they will be
immediatel y disqualified upon having proof of such actions (done so during and after
the game from replays/marshal notice). There will be no warnings for such behaviours.
Explanation of a glitch – a location that gives total advantage to the player
within it, where he/she can see, shoot and kill his opponent, where as his opponent
cannot return fire/shoot nor kill or see through those obstacles.
It is not a glitch if: -
i) The opponent can shoot through the object and ;
ii) The opponent can see the “ abuser ”
iii) The abuser is not OUTSIDE/UNDER the map
Known Bug Abuses / Glitches

B Bombsite building see -through glitch
Leaning towards a wall at the B bombsite under the stairs reveals the lower
broken area to the abuser.
A Bombsite basement tile glitch
Stay ing below in the basement of A bombsite may reveal opponents moving
in from the side entrance via a glitched wall. It is unavoidable to see through it at
times, however, if a player is caught using it, it is a punishable offence.
Mid - house to Side - MG Out of map jump Jumping out of the map is strictly prohibited. Jumping into the palm tree at
that location is also considered glitching.

1.0 General Rules and Regulations
1.1 Gamer Reporting Time
All participants are required to strictly follow the games schedule. Participants who are late for more than 15 mins after game start will be disqualified.(We will wait for the team for 15 mins, the team will be disqualified after 15 mins.)
1.2 Food and Drinks
No food and drinks are allowed in the tournament area at all times.
1.3 Equipment Setup and Testing
Players are allowed to install their own equipment’s driver but the driver software is to be uninstalled after the match. All drivers are to be transferred through USB ports via thumb drive.
Players are only allocated 15 mins to setup up/warm up or test their equipments and game settings(Players are allowed to create a game himself and test his own settings and equipments)
Players are responsible for their own equipments. Organizers will not be responsible for any property damage or loss during the event.
1.4 What to bring?
1. Identification Card
All players must bring a valid identification card for verification purposes. Failure to do so will result in disqualification.
2. Head Phone
All players must bring a head phone. Failure to do so will result in disqualification.
1.5 Unfair Play and Un-sportsmanship Conduct
1. Use of any map hack program
2. Intentional disconnection
3. Use of any settings exceeding standard and permitted settings
4. Abuse of any game bugs
5. During the course of any match, the marshals may determine other actions to be unfair play at any time.
6. Un-sportsmanship behavior displayed by any members of any team will lead to a warning of disqualification at the marshal’s discretion.
7. All mobile phones are to be turned off during matched. Any players caught using their hand phone will be disqualified based on cheating
1.6 Substitution Rules
1. Substitutions are to be made before the start of every match. No substitution will be allowed during the process of the game.
2. Only Players who are registered can be substituted.
3. Only 1 substitute player is allowed.
1.7 Marshal’s Decision
Any decisions made by the game marshals will be the final decision. All participants are to respect the decisions made by game marshals of officials.
1.8 Injuries or Death
The organizer will not be held liable for any injuries or death suffered durin the course and within the premise of the tournament.
1.9 Warnings
2 cumulated warnings will lead to disqualification from the tournament.
1.10 Elimination method
We are using single elimination for the 1st round. Double elimination for the rest, which means that each team can lose twice for actual loss.
P/S :: For the last match where loser bracket team is fighting winner bracket team, loser bracket team will have to win 2 rounds in order to gain the first place for this tournament.
2.0 Game Rules and Regulations
2.1 Competition Format
Format:
5 vs. 5(Team Play, 5 players per team)
Rounds: 30 Rounds:
15 rounds as Terrorists and 15 rounds as Counter-Terrorists per team(If a team score 16 rounds first, the match is ended immediately.)
In the case of a tie, 6 extra rounds will be played.(3 rounds as Terrorists / 3 rounds as Counter-Terrorists per team)
In a case of a re-tie after 6 extra rounds as stated above, 6 more extra rounds will be played until the tie is broken.
Extra round restart money: $10,000
Victory Condition:
The first team to win 16 rounds
Round Time:
1 minute 45 seconds + 15 seconds freeze time = 2 minute per round
2.2 Map Selection
Toss coin if there’s any conflict in selecting map. Same for choosing side.(Terrorist or Counter-Terrorist)
2.3 Official Maps
De_Dust2, De_Inferno, De_Nuke, De_Train
2.4 Communications
Only Team leaders are allowed to use public in-game messages within a match. The rule also applied when dead. Use of public in-game message by any member other than the team leader shall result in a warning. Other team members must only use team message while in a match.
Team members may communicate verbally if they are alive in the match or when all team members are dead.
Any player who has died cannot communicate by ANY means (No gesture or verbal communication will be allowed) with any other team member or opponent until the beginning of the next round.
If a player continues to communicate after he/she is killed, the team may be given a warning or lose by default at the marshal’s sole discretion.
2.5 Approved Grenade Amounts Per Round
1. Flash bangs: 2

2.6 Unfair Practices Subject to Penalty
• Team members may communicate verbally if they are alive in the match or when all team members are dead.
• The player is deemed dead when the screen is completely faded to black. If a bug occurs and the screen doesn’t fade to black, the player is deemed dead three seconds after he/she has fallen.
• Any player who has died cannot communicate by ANY means (No gesture or verbal communication will be allowed) with any other team member or opponent until the beginning of the next round.
• If a player continues to communicate after he/she is killed, the team may be given a warning or lose by default at the marshal’s sole discretion.
• Boosting (stepping on top of own team player) is allowed in play.
• Binding Duck to scroll wheel is not allowed.
• C4 must be installed at a viewable location. Installing C4 at a location where a boost is required is allowed.
• Silent C4 installation is considered bug play. Such an offense may result in a warning or loss of all remaining TR rounds at the sole discretion of the board of marshals.
• Throwing grenades over buildings in all maps are allowed.
• Any use of the flash bang bug will result in a warning at the minimum or loss by default for the offending team.
• Use of personal model/skins (includes weapon skins)
• Use of personal map texture
• All cheat programs
• Use of map bugs in play (e.g. map swimming, auto aim, etc.)
• Use of unfair but available scripts (e.g. silentrun, attack+use, centerview script, norecoil script, etc.)
• The server master can and will check for the use of any unfair practice or script, even those not listed above, during each match.
2.7 Disconnection
If all the players cannot play due to an unintended, unforeseen accident such as server stoppage
- Before the 3rd round starts: restart the match
- After the 3rd round starts: Disconnected player must re-connect to the server. The round is continued unpausing, and if the disconnected player cannot connect to the server, all players must wait during the freeze time after the round until the disconnected player connects to the server. At this time, the match may continue by unpausing.(Not a restart)
In the case of intentional disconnection, the marshal may decide to end the match with the offending team losing by forfeit.
Protests can only be filled by the team leader.
2.8 Graphics Settings
Smoke: It’s locked to 32bit
Only 32-bit graphic settings will be used in the tournament, 16-bit graphic settings are not allowed.
2.9 Warning
Two warnings constitute being disqualified from the tournament.

General
• Competition Method: 1vs1
• Game Mode: International and Club
• “Host and Client” will be announced before the match and confirmed by a marshal.
• At the end of each match, players must maintain the final screens and receive confirmation from a referee.
Tournament Format
• Group Stage: League (per game per opponent)
• Quarter Final: Double elimination‐Single Game OR Home and Away OR Best of 3.
(Depends on whether have enough time and the majority choices)
Disconnection
• A referee will confirm the exact score to that point and restart the match.
• A referee will inform the players on exactly how many minutes must still be played in order to complete the match.
• Any players sent off the field (red card) shall count as a goal for each of them when the match resumes.
• Intentional disconnection: Upon judgement by the referee, any offending player will be charged with a loss and a possible disqualification from the tournament.
• Upon discovery of any player committing any violations regarded as unfair play, that player will be disqualified from the tournament.
Rule Changes
• The tournament administrators reserve the right to modify the rules as needed. This includes changes due to software updates or releases, competition committee decisions and all other changes deemed necessary to LAN tournaments.
• Players are responsible to check the rules on a regular basis and prior to every match to ensure they are in complete compliance. Players must understand that rules listed are guidelines for LAN to ensure fair and competitive play and are subject to interpretation by the administrators based on the spirit of the game.
Forbidden Moves
1. Bar Corner Kick
It is strictly forbidden to use the following move in game: At a corner kick, you are not allowed to shoot the ball directly on the bar to get a chance for a header when the ball rebounds.
2. Goals From Own Half
You are not allowed to score goals from within your own half. Goalshots from the own half are not allowed too.
3. Forbidden Type of Throw In
It is forbidden to make a throw in directly into the opponent's penalty area. Should a player throw the ball directly into the opponent's penalty area he shall be warned. Should he persist, he shall be disqualified from the tournament. Any goals resulting from a throw in into the opponent's penalty area shall be disallowed.
4. Kick-Off Backward Pass
At kick-off the ball has to be passed backwards into the player's own half, also after every goal.
5. Type of Longballs Forbidden
All longballs are banned(A, D, Q+A, Q+w, WHATEVER!!!!) when done in the forbidden areas.
6. Selecting Options
Players on both sides must select the options before they begin the game. The match result will be accepted even if the players find out that each others' settings were different afterwards.
7. Kicking Ball Outside After Every Pause (FairPlay)
It is strictly forbidden to switch strikers to disrupt opponents man-marking. Both players should be able to arrange the men-marking before the match starts. Men-marking must be allowed during the game without switching strikers. If a player changes his tactics, formation or lineup he has to kick the ball out of bounds that his opponent is able to react. After both players have done their settings the ball gets back to the first player.
