Region 2 = UK and Australasia
Region 3 = Asia
There's no difference to online connectivity, but Region 3 = Region 1 in terms of coding of saved games and DLC. Meaning you can pop-in either 1 or 3 and the game will still recognize your files. I recommend to get either 3 or 2 if you just plan to play the game. DLC's available via UK/AU PSN, and so far it's only for the alternate costumes. The price is different from the Asian/US DLCs.

Putting too many characters from so many different games will only mess them up as all the characters fight differently in their own respective games. If you put them into SFIV game, their capability will be compromised. Eg. Juggling Capability, Agility and all.
I'm sure Capcom don't wanna turn SFIV: Dash into another Capcom Fighting Jam which was a flop.
The trend I see with SFIV character selection is that Capcom tends to stick with characters from SF ZERO series and SSF2T (Super Turbo). This is my 2 cents lah. Could be wrong
10 chars is possible, because 3D design is easier than drawing 2D sprites. I read that 3S design was a b**** due to the 60 fps framerate too, but the results were gorgeous as the animation was so fluid. Dual boxers would really rock hard. Time to bring Civil War to America! OMG I can't believe they are putting my favourite 3 chars from each SF3 episode!
I'm sure they will put proper balancing into the end product. Time to save your pennies!
