CP38 is monthly deduction for outstanding taxes
but only elites will have 7k tax arrears after PCB deduction

err.. top up means pay extra every month (due to tax arrears) on top of the monthly schedular tax deduction (PCB)

Just finished watching POTC1. It comes with uncompressed 5.1 PCM. This is my 1st title that is not either DD TruHD or DTS MA. PQ and SQ is excellent but I find it a bit lacking with the surround. Maybe its just this particular title so will continue to watch part 2 and 3 before passing any judgment on uncompressed PCM 5.1
