I have a question here. Hope you all can help me out.

I applied ptptn at Uni A , let say if i wan to switch to Uni B and wish to apply another ptptn at Uni B , is that possible?

Condition : I unable to repay/complete the debt where i had applied at Uni A. I know we only able to apply second time if we have complete the debt right? Is that possible to apply second ptptn if i cannot afford/complete the debt right nw? Can i still apply for second time? Can i defer?
