If your 3.5 is first class honours then yes. But usually is 3.67 and above only considered first class.

Diploma/Degree can apply. Foundation/alevel can't. I suppose olevel too. Try check their website.

You are using ptptn money for your degree course or? If yes I believe you do not need previous diploma results to apply. They will assess you based on your performance in sem1/2 and so on. If you get KG, they will stop your money for the next sem.

Yes you can borrow for degree.

Actually iinm they dont need your diploma results to apply. Just like how borrowing diploma doesnt require spm results. But you should really give them a call. I'm just guiding based on what I saw from my degree friends.
