The college does it. So watch out, if you get below 2 in your results the opposite will also happen.

Through experience, the disbursement comes after the bill from the college is out. So usually, that bill is paid first by hook or by crook. If not, the students ask for permission from the college authorities to delay payment. Please do some checking first on your side, in case the next disbursement doesn't come on time.
