This is because, Malaysian broadband would be quota'ed, for both download and uploads. Thus Malaysians would go onto Facebook less as pictures could use quite and amount of download quota (no idea actually), and for the uploads, less pictures would be uploaded on to Facebook as quota is eaten up.
