A bit different but confusing. Stabilizer is to stabilize the voltage. So it won't go too high or too low. That will safe your equipment from fried and prolong the life. Normally 230V +- 2-5%. While regulator, have more component to stabilize, filter up noise and clean nice waveform. So your hifi have a good vibrant clean sound. Corrrect me if I m wrong.
