24" sold on Dell is VA not IPS.
The cheapest S-IPS/H-IPS panel (not sure which one) will be Ultrasharp 2007FP (not wide), but all depends on your luck. You might end up with a VA panel.
Cost slightly under RM1k, am using it at work. Very nice monitor.
