Yes. I do feel the heat when stressing the pc.
I dont even have to open the casing as my fan is pushing the heat to the top haf 932 fan.
Just put my hand on the top casing and I can feel it.

I was using killerwhale with my old e8400 and the idle is 30c and load not more then 50c.
I am also using 2 90cfm fan and idle is only for 38c and load 55c with prime running. non aircond.
only using the thermal paste supplied.

Best is to see the base is flat and try resetting it. Did you apply too much thermal paste?
Also note that sockeet 775 base only cover 2 1/2 pipes for this cooler.

Just open the ehatsink and check it.
Yes. It does come with a thermal paste.

Maybe due to the plating of the heatpipe.
Vanilla S1283 is quite good performer with faster fan.
