the new solution is still using the old baseband, the 3gs that use ipad baseband can downgrade baseband (if not mistaken)
new iphone4 stock with 4.3 default will not be able to unlock, as it is already new baseband. |

There is rumour of permenant unlock by Cutyoursim.com 169usd. Try check it out iclarified and redmondpie got info. Maybe wait for feedback from others before trying.
