I have actually posted a similar question in the internet section but later realized this could be a better section where all the Paypal sifus are located.

Recently someone from US wanted to buy something from me. The problem is that I know him from a forum and he's very very new - just registered recently and he doesn't have any references.

I plan to send via registered airmail, but he wanted to pay with paypal. My concern is that if he's a scammer, what if he reverse paypal payment once I've sent out the items? What if I withdraw all the funds from paypal before sending the items out so that there is no fund in my paypal account. If he try to initiate a reverse claim then, with no fund in my paypal account, can paypal still charge to my credit card since the account is linked to the credit card?

It will be very problematic if he reversed the payment. But if you have proof of chats, and all the deal. Then it's all fine. When you send the parcel out, you gotta keep the slip properly, and in case there's a case of dispute, then you will need to send everything to Paypal.

Let's say you had used up the paypal fund, and if your credit card / debit cards have fund, most probably it will auto-withdraw the fund from your credit cards. If Paypal could not reverse claim, then your Paypal balance would still be on negative funds.

I don't really recommend on dealing though if you aren't sure about it, Paypal are famous for being problematic and leaning one-sided on buyers side. I hate them, but I still got to depend on their services. Screw them anyway.

then as the seller u need to be smart
( btw there is already a thread on paypal PINNED above )
when u send, u should take pictures, the address,receipt of posting/confirmation such as take pic of the parcel being stamped or such.
then as long u got the tracking and proof. if he dispute then, u can upload and make ur case to paypal
