What is d step to do sound proof at fender side?

Fender sound proof can depend on 2 part right? Metal Fender & plastic??

If apply Suppression Pads, how to stick this pad, is that only stick on certain part within the fender or need to stick full all around fender?

i want to use it to reduce vibration for plastic part, is this work?

plastic part ard dashboard, it have vibration sound when i accelerate.
i hav check d inner surface, it is flat.
which product will be able to stick on it so that can make d plastic solid a bit.
