Licence transfer tool no working?

Trying to transfer licences after a 2nd RROD replacement xbox, but the licence transfer tool is not working. After following instructions and re-downloading on the xbox, I still have to remain connected to live otherwise I can't play the games I bought, ie no licence transfer take place. I used it once before, after for my first replacement xbox and it worked fine, and yes it was more than a year ago. Could it be the tightened region controls? Anyone able to transfer their licences recently?

only once per year if u used already on this year u must wait next year

wtf... no wonder i couldn't transfer the license to my 3rd Xbox la... very bad luck... last year replaced 2 unit...

As I said, the last time I used it was over a year ago (I think.) In any case, wouldn't it tell me, if that was the problem?

In most cases, no, you do not need to use the tool. Licenses are transferred automatically during the repair process but you may need to download them again. In a small number of cases, the transfer may not complete correctly during repair and you might need to use the transfer tool to move your licenses. If, after redownloading the content, you are still having an issue, then using the transfer tool is the right step. Maybe the transfer didn't complete correctly during the RMA process?
