Class A private IP is an IP within the range of 10.0.0.0 – 10.255.255.255. This range is reserved for private networks (i.e. LAN). So yeah, they aren't supposed to be used by TMnet or any other Internet Service Provider or organization on the global network. Somehow in this case, 10.55.32.124 got "leaked" onto the Internet.

Correct me if I'm wrong though. I may be oversimplifying things.

Same as you. 115, 118, 60 IPs all give me speeds in excess of 1.5 Mbps, and latency to US sites < 300 ms.
