It's not stupid , they actually masuk poket .The investment of higher bandwidth will not be done until Gov approve the money to them.So they wait wait until gov gives them.
But the profit they earn all into their poket.
Like Plus toll , Ada Untung masuk , ada Rugi Kerajaan tanggung , Kerajaan tanggung = tax rakyat tanggung
