Does it works when the console is sold to another owner?

I mean the previous owner profile cant be deleted ya?
I did baca the FAQ part, it did says can be deactivate Single account or Account Admin via email.

AND I dont see the support for malaysia nor singapore?
Does it actually available to m'sian?
