Well in the episode 0, he did said that his current position (Vice Admiral) is already enough for him to participate in any battle with Roger. IMO, Vice Admiral is the high-ranking officer usually fielded when fighting rebels and pirates (including Buster Call which requires five Vice-Admirals), while Admirals usually go out for certain cases only (like in Tenryuubito case), and Fleet Admiral even rarer (war with Whitebeard).
