Check your monitor refresh rate if it's at 60Hz by using dxdiag.exe

Monitor need to be at 60Hz to enable the V-Sync option of it would be greyed out at settings.exe under Pro Evolution Soccer 2010 program files folder.

Untick frames skipping for smoother gameplay

If V-Sync option did not greyed out in the settings.exe, then your screen probably hitting 60Hz sharp than 59.xxHz as reported by dxdiag. The problem I experienced with Win7 + PES2010 previously only this culprit which causing V-Sync failed to enabled and the game stuttering.

Perhaps you could give this method a try which I'm been using now to solve the 59Hz thingy,

1. Download and install an application named "PowerStrip" (google it)
2. Run PowerStrip and goto "Display Configuration"
3. Force-set your Refresh Rate to 60Hz.

Then run the game again. Lets see if this will do?

P/S: Keep the PowerStrip running after applied the setting when you start the game. You may need to reset it to 60Hz again everytime you quit the game.

geezer,did u turn on frame skipping??

dont think its win7 coz mine running great here after i do the refresh rate lock fix.

fixed mine by locking the refresh rate at 60hz using the ATI Tray Tools and tick the enable vsync box on the PES setting menu.
