'm I stuck with 1.5 MBps when 'm in non-LTE area even I have activated 4GLTE through 28882?

just wandering.
Hotlink give free 64kbps internet as long as the number is active.
So if one bought the 1 year validity, will one have free 64kbps internet for 1 year?
