it depend of how much quota/month you want. youtube eat a lot of quota with HD or FHD quality picture. waze on the other hand use a little bit only.

the cheapest solution for data only for waze is unifi mobile #bebas. sim card is free with 10GB LTE x 3. You need 4G phone with band 5 LTE support. Coverage/speed depend on location.

yoodo with youtube plan. check yoodo tered. no need vpn. can hotspot.
downside is must link with credit card

If you talk about the plan price, their postpaid plans is definitely out of the question. But their prepaid plan starts from RM25/month for 16GB, so the price is pretty much the same like most telcos where RM30/month is the minimum reload amount to maintain account validity. hey just remember unifi mobile dont have voice mail but have missed call notification sms. unifi mobile 2G 3G using celcom line.
