what he is trying to tell is that torrents made ISP's bandwidth to be more utilized than usual, hence making nuisance to those ISPs. that's why now TMNET and Maxis WBB already enforce torrent throttling.

BT by default usually uses all your bandwidth, unless your ISP throttles it, or you set the BT to download/upload at specified bandwidth.

Now using streamyx, you only get around 10kB. At most around 50kB mark(max 150kB) while BT-ing. So they don't use all the bandwidth. People can't visit other website while BT-ing is because normally Vista/XP only allow 10 connections, and when those connections are used up by BT, loading of websites are slow. Its not because the bandwidth is used up by BT, but the connection allowed to be used are already in use. That's why people want to patch that tcp/ip thing.
