The only reason i can think off is that the rennegan true ability is actually a technique which can tap into a person past battle and used it againts him. The only reason he choose those week foes is so that Jiraiya wont notice too fast as oppose of when he choose someone like orochimaru.

Also remember that in the chapter where Gai's team fight thier ownself, that was one of Pein abilities too. But they are physical bodies and not just an illusion.
