KUALA LUMPUR, Jan 22 — The Kuala Lumpur City Hall (DBKL) may make it compulsory for People’s Housing Project (PPR) residents under its jurisdiction to attend civic awareness campaigns and classes if they wish to continue staying there.

DBKL’s board of adviser member Datuk Rizalman Mokhtar told Malay Mail that safety and security measures as well as enforcement can only do so much, while the root of the problem lies with the residents themselves.

“The root cause is the residents. If more of them are disciplined and responsible, none of this would have happened. We have conducted many awareness campaigns and programmes but the irresponsible residents never attend our programmes.

“We end up preaching to converts. I think the next step is to make it compulsory for anyone wanting to stay or renew their contracts with the PPR to have a household representative attend our classes and log in certain amount of hours,” Rizalman said.

“Failure to do so means we will terminate their contract and they have to stay elsewhere. That should make them attend our programmes,” he added.

Rizalman suggested the classes should not only focus on being civic-minded, but can also include safety and security measures such as firefighting and first aid.

Last week, schoolboy S. Satiswaran was killed at Sri Pantai PPR in Pantai Dalam when he was hit by a chair thrown from the 21st floor. The 15-year-old was walking home with his mother from his school at SMK La Salle in Petaling Jaya when the 8.30pm incident happened.

Rizalman claimed it is quite difficult to force the residents to follow regulations now, claiming they have been “pampered” for far too long.

Despite that, the Amanah Raya non-executive director said some of the residents may even take advantage of the looming 14th general elections to wiggle their way out of attending any compulsory classes conducted by the City Hall.

“I believe this can be done provided there is political will backing this, even though some recalcitrant residents might threaten the ruling government with their votes... But education is key and this must be done,” Rizalman said.

When asked regarding the safety net solution proposed by DBKL’s community development and urban wellbeing department director, Wan Mohammad Ghazali Nor, Rizalman said he believes that is a temporary short-term solution.

“Enforcement and security measures such as the safety net becomes difficult to implement when there is no awareness, when the problem lies with [the PPR residents]. I’m unsure how the safety net is going to be installed.

“I don’t know whether it will be on the lower levels or upper levels but in the long run, if we don’t educate the residents that safety net will start collecting garbage. That will lead to another set of problems,” said Rizalman.

Among the initiatives taken by DBKL to educate and curb PPR residents from misbehaving was empowering and appointing members of the joint management bodies and resident associations as block monitors and level monitors.

Rizalman explained that the monitors are responsible as the “middlemen” between DBKL officers and the residents under their watchful eyes.

“We need eyeballs to identify who the culprits are. Our monitors’ duty is to help report these types of incidents. If there are any complaints or issues the residents can also go to them.

“I’m also thinking of proposing the installation of CCTVs at every strategic location in the various PPR so we can catch these culprits red-handed,” he said, referring to closed-circuit television systems.

He also added that the local authority’s enforcement officers have tried their best to handle the situation but there is the possibility that the enforcement team is understaffed.

Other issues facing the enforcement team, he said, could be their own sense of humanity and compassion when they are forced to make hard decisions in the line of duty.

Rizalman said there have been many regulation breaches such as raising pets in the PPR and bringing their motorcycles to the upper levels but residents still managed to stay in the public housing.

“The irresponsible residents would take advantage of the officers’ sense of sympathy. They would plead leniency and as the officers are humans with families of their own, sometimes their sense of compassion and humanity gets the best of them,” he said.

Hence that's why I say useless. I doubt anyone will come out from thesse classes and say "OH NOW I KNOW THROWING BED FRAME AND TABLE FROM 14th FLOOR IS DANGEROUS TO THE PEOPLE BELOW!"

Its the same but more rampant in PPR than landed housing. Try put a hidden camera to pantau landed housing vs in PPR flats ... the chances you see any "cavemen action" going on (not necessarily furniture throwing) in PPR is more than landed.
