Case :- Suspected Torrent Throttling

Location :- Taman Viewpoint
IP Range :- 60.52.xx.xx
Period of Slowdown :- Anytime
Since? :- 15 October
Type of User :- Heavy torrent downloading
Streamyx Package :- 1Mb/s (RM88)

Speed affected :- Below 50Kb/s
Usual speed for torrents (after slowdown period) : More than 600Kb/s - 1MB sometimes 1.1MB
Torrent Client :- Shareaza

Additional Remark (optional) :-
- I use Command Prompt for throttling
- This tested with ZTE 831 router
- Type of 3D cards you're using also effects the connection speeds
