www.w3schools.com for abit more "advanced" tutorials on web-based stuff like HTML, ASP, PHP etc.

There is also a try-it editor where you can just edit code in your browser and make it run on the same page. However it doesn't teach on all the functions (although it does list them), it also lacks a parametere list for the functions. Overall its a good 2nd reference IMHO.

-update-
http://sqlcourse.com for quick sql courses for newbies.

errr any active forum that gathers every programmers (nearly experts) and can really answer questions very fast ?? like within 1 hour

malaysians dont have many programmers so i didnt get the stuff i wanted in lowyat.
no offence to lowyat forum here

That is depends on what kind of language you are using.
Some forums are dedicated or strong for certain language or for some topic. If you ask unrelated questions. People will ignore you.
It is sometimes depend on your question difficulty level as well. Some forum has low level and some are high. Posting question base on level is very important.

Usually, I will go to newsgroup to search for answers. Last time, I need to use the news reader software to get the messages but with the advent of Google(Cause google has bought over some of the mainstream newsgroup server). By googling alone can get the same results (and better).

http://groups.google.com/

You can get to the topic by selecting the related groups.

like C programming languages. Select COMP.LANG.C which will direct you to the C language newsgroup (web version). Some odd languages like FORTRAN, ADA, Postscript and etc can be found here too.

You can post question to the newsgroup but do not expect to get the reply very fast. Probably a day or so but expect the quality of the answer to be great. Cause there are some Microsoft MVPs around the forum which could give you professional answer. However, it is not guaranteed that your answer will be answered by them.

These are my advice.
