If I didn't forget, School Rumble is also shown in those prime time - 1.30am
Same goes for Haruhi Suzumiya - 12am.
And I dun see any adult content in those 2 anime mentioned above.

and the title is different from teh manga. It's a parody of Pia Carrot he Youkozou, Instead of ni, it's "he"

No. The prime time for that part is for adult viewers but not necessarily the programs must be adult stuff.
