Answer:

1. for Public Offering: NO, you cannot buy because you are not an American.

2. For gray market, ie pre-IPO, you can buy even you are non-American. So you can go to secondary market or sharepost, register an account there, show proof of fund that you are worth at least 1million dollar of net-worth.
The charges are extremely high, like 5,000US$ per purchase.
So if you buy 500 shares at $45, you pay total fee of 45x500+5000=27,500$/500> $55 per share
Then again, what is $5000 if you are buying in bulk say 5,000 shares x 45$+5000 = $46 per share.
