Boost++ http://www.boost.org/ "Boost provides free peer-reviewed portable C++ source libraries."..no statement of a "open-source" but a "free peer-reviewed". Boost.Math is for the scientific maths support that includes the matrix operations.

Another good library for scientific maths is from CERN Colt Scientific Library (latest version 1.2.0). But unfortunately, it is Java-based.
