Does TP-Link TL-SF1016D have QOS features? (Router Configuration)

ISP:Streamyx.
Problem : Housemate 24/7 ppstreaming causing other housemate could not even google.

I don't really know TP-Link TL-SF1016D got QOS function or not. But everyone time i key in 192.168.1.1 it will conect directly to Riger Db102 modem, thought i was connected thru that router. Anyone would mind to guide me of TPlink modem has QOS feature?

This TP-Link TL-SF1016D is a switch, not router, so that you cannot qos with this model.
