Because it's an old series. I think local distributor has this manga.
Between Fairy Tail and Rave, there's another manga from the same mangaka. Tho' he concentrates on Fairy Tail right now.
The LICENCED malay RAVE manga (And liek I said, IT'S f***ING LICENCED SO IT'S ORIGINAL) is 2 volume more to reach the end. So get it.

after finish the manga, u might consider reading Fairy Tail to continue on, coz u can find plue inside
it's licensed now, that's all i know. even the manga's aren't fully translated to english yet cause it seems like nobody are interested in doing it :S
