Don't turn the routing functions on for your Belkin because that would make your pc route as well as your Belkin router .This is called double routing.
Double routing(double NAT) can give you lots problems like limited connectivity, ip conflicts and open ports confusion.

this is what i understand
1) usb modem hook into desktop
2) turn the belkin router to AP mode
3) make desktop as ICS server
4))plug ethernet cable from desktop to modem port at belkin router
