Not necessarily. At times even when not THAT much activity is going around, I can get 10fps too

Antialiasing- smoothes the "jaggies" you see on screen when you move.
Filtering- makes textures in the distance, and angled textures look better (make sure you have anisotropic 4X if you can use it- it's a BIG improvment)
Wait for Vertical Sync- Leave it off.
Motion Blur- It's very minimal in TF2, when it's on it's quite "chun". Depends on you.
Field of view- Changes how "wide" you can see (Tele/Wide lens on a SLR Camera etc). It's hard to explain with words, though.
High Dynamic Range- The bright is brighter, the dark is darker, makes the game's toon feeling better to look at. Keep it at on unless you are suffering in performance.
