I think the BolehVPN server can be populated almost all the time if certain settings are implemented.

Notice that the Singapore server StarHub's setting (faster respawn & 45 minute session,) almost always get populated while the rest of the server like e-Club, is just empty. If you add the ability to votemap (or at least reduce unpopular maps in the rotation ie.2Fort & Dustbowl) I'm sure you will have a pretty busy server.
