Erm that's very unrealistic.
That's a big NO to that 
Even with an unthrottled connection without VPN and a great line (for e.g. a singapore line), that is impossible.
It's a matter of
a) Seeder/Peer ratios (dude we're a VPN company not a miracle maker, of course we're subject to seeder/peer ratios, you can't expect if a torrent has one seed with only 15 kB/sec upload and a 2000 peers and expect to get 4 mbits? :/)
b) location (not that important as long as in Western countries)
c) IP is very important because of streamyx mess ups. However we provide different datacentres with different routing so u can try which one works best for you if you're not up for getting a new Streamyx ip range.
All these factors actually apply REGARDLESS whether you use VPN or not.
the only difference is that, right now, even if u meet all the above requirements, you'll still get a slow speed because of TM's throttle.
For us, we remove the throttle but we cannot help with the other factors which are beyond our control.
Anyone who tells u otherwise is a

Also remember that there's a different between megabits and megabytes and kilobits and kilobytes. There are 8 bits to a byte. So if you have a 512 connection you have to divide that by 8 and then take off 15% for PPPoE protocol and that's your highest theoretical speed.
