First of all let me explain what routing is using cars and roads as metaphors for data and routes.
1. Just imagine data as a car travelling along a road.
2. Sometimes TM messes up its roads by closing off certain routes, or its road has many potholes, the road goes to nowhere, or takes a very long detour to get to the destination.
3. These problems on TM's road or its partners causes slowdown in your connection.
I doubt TM does these routing mess-ups intentionally and it seems to be more of a matter of incompetence on their part (which is according to my sources, slowly being restored after 2 months of hell).
VPNs MAY help with routing issues by giving you an alternate route (that means taking you on a road that is better), but this is not guaranteed.
Our main weapon against TM's throttling is encryption which prevents them from analyzing the traffic. This is totally legitimate technology that is used by companies to secure their corporate communications though is normally only available to high-end corporate customers.

Rapidshare/Megaupload despite popular belief, are NOT throttled YET (there seems to be some efforts for TM to do this but as of yet this has not come into force). The slow speeds people are facing are due to routing issues. A VPN technically should not help this.
Youtube similarly is not being throttled and is once again a routing issue. A VPN may not help in this regard either though it may give you an alternate routing.
Torrents and P2P are however actively throttled by TM and this is something a VPN can help with.
On a 512 kilobit connection (which is equivalent to technically 64 kiloBytes/sec as there a 8 bits to a byte) and then taking out the protocol overhead (the stuff that these modems need to talk to each other and negotiate as to how to send data), you can expect to get about 50 + kB/sec on a well seeded torrent.
