I think it means that CFW can play some UMD movies from other regions.
My Region 2 UMD from Japan plays only on Region 2 PSP.
My Region 2 UMD from Europe plays on Region 2, Region 3, Region 4 PSPs.
11 of the Region 4 UMDs from Australia plays on Region 2, Region 3, Region 4 PSPs.
1 of my Region 4 UMD from Australia plays only on my Region 4 PSP.
read this and think
UMD Regions
DVD region coding has been applied to most UMD movies, although a large majority of UMD games are "Region 0" ("All Zone") which makes them playable in all PSP systems.
* Region 0: Worldwide (in-flight-movies, cinemas, ferries, etc.)
* Region 1: United States, Canada, U.S. territories, Latin America
* Region 2: European Union, Japan, Middle East, Egypt, South Africa, Greenland, French territories
* Region 3: Taiwan, South Korea, the Philippines, Indonesia, Hong Kong, Malaysia, Singapore
* Region 4: Australia, New Zealand, Pacific Islands
* Region 5: Russia, Eastern Europe, Pakistan, India, the majority of Africa, North Korea, Mongolia
* Region 6: Mainland China
Model numbers
On the base of the PSP is the model number of the unit. This number indicates the intended region the unit was designed for. These model numbers are as follows:
* PSP1000 - Japan
* PSP1001 - USA
* PSP1002 - Australia
* PSP1003 - United Kingdom
* PSP1004 - Europe, Middle East, and Africa

Sorry, I don't understand what you mean by "read this an think". Please elaborate. Thanks.
