Importing A Vehicle To Malaysia

Unfortunately this is going to be a hassle. It is perhaps the best idea to just put your car into storage or in the care of a friend while you are in Malaysia. However if you really have to bring your car the following will be helpful.

The imposition of very high import duties make owning a non Malaysian made car somewhat expensive. Import duties run to as high as 300%. Consequently the vast majority of cars in Malaysia are locally produced ones. Cost of maintenance and parts for foreign cars are also factors to be considered. Needless to say if your car is rare or indeed not available in Malaysia these factors become paramount.

Shipping charges, documentation and bureaucracy may also cause you problems, although hiring a shipping agent will alleviate most of the stress involved, charges will of course be imposed.

To import your car, you must apply for an Approval Permit (AP) from the Ministry of International Trade and Industry (MITI).

In order to apply for this permit your car must be registered under your name for at least 3 years. The following documentation must then be presented and processed:

1. A letter of application addressed to the Ministry Of International Trade and Industry (MITI) for the importing of a car from your home country to Malaysia for personal use.
2. A JK69 form must be purchased MITI and duly completed.
3. Documentation indicating proof of ownership. Typically this will be a purchase receipt or transfer of ownership/letter from the previous owner if the car was purchased second-hand.
4. The original and photocopied registration.
5. The cars original insurance documents and/or a letter from the insurance company.
6. Your work permit and letter of contract from your employer in Malaysia.
7. A photocopy of your passport.

All these documents must be presented to the officer in charge at the MITI offices, who will also conduct a short interview. Processing of your application typically takes seven working days, if all goes well you will be issued an Approval Permit allowing you to import your car. The permit is valid for only 3 months, if you do not import your car by then, you will have to go through the entire process all over again.

Upon the arrival of your car, you are required to collect it yourself from the port and then you will need to apply for a permit from the Malaysian Road Transport Department or "Jabatan Pengangkutan Jalan", this entails more registration paperwork which of course will include your proof of ownership and registration documents, a car inspection and the payment of the import duties.

Purchase price of the vehicle can be taken into account in the calculation of the Customs Value and this is only an estimation of the calculations of Customs Duties. However, Royal Malaysian Customs has docket price of the particular vehicle to determine the calculation of the exact Customs Value. The calculation of Customs Duties also depends on the original registration date (birth date), engine capacity, date of import and model of the vehicle.



Simple Question & Answer

Question:
I work / study at overseas and already purchased a car and intended to bring the car into Malaysia. Can I know the procedure?

Answer:
Malaysia citizen who work or study at overseas can import a vehicle for personal use subject to the approval permit given by Ministry of International Trade and Industry. To get the approval applicant have to purchase and fill the JK69 Form. JK69 is a gazetted Custom Form. The form comes with three carbonised copies. Therefore, it cannot be downloaded from the website. Once endorsed by MITI, the form becomes an Approved Permit (AP). JK69 can be purchased at:

Person that is eligible to bring in personal vehicle are as follows:
i. Malaysians studying overseas (at least diploma level) for more than a year and returning home permanently. Accompanying spouse is not eligible.
ii. Malaysians working legally on a permanent post overseas (at least a year) and returning home permanently. Accompanying spouse is not eligible.
iii. Government officials posted overseas for more than a year. Accompanying spouse is eligible for one AP.

iv. Expatriates with valid working pass/permit. The importation of the personal vehicle is subject to re-export condition upon termination of work employment in Malaysia.
v. Participants of Malaysia My Second Home Programme (MM2H). (For detail, please go to http://mm2h.motour.gov.my)
vi. Malaysians specialists returning home under the Ministry of Human Resource program. (For detail, please go to Laman Web Rasmi Kementerian Sumber Manusia - Home)

After getting the permit (AP), the vehicle can be imported into Malaysia and must be declared to the Royal Malaysian Customs at the customs station/ office at the place of import using the Customs Form No. 1 which can be obtained or purchased at:

the tax impose on imported cars is just crazy. Bottom line is, unless you are super rich then justsatisfied with whatever car available in Malaysia.

Stating this the 4th time..

Apply AP from MITI no charge .. except a few ringgit for Form..
No difference if you r a student/profesional..
Live in the country for more than 1 year... own the car for more than 9 months.

10% devalued every for year.... less than 6 years
70% off evaluated value for a 6 year old car..
10% devalued every year after 6 years

Japanese made car get 25% off the initial value too....... then you times the value of the car with engine capacity in the table above... that would be the tax that you need to pay...

165% x [above 3L car.. value (depreciate as stated in my previous post)]... 6 years old car and above has the highest tax cut

not sure of the Euro made cars... but Japanese made cars (or brand) have 25% off the initial value of car before depreciation calculation..

there is also appeal where you can get few k RM discount...

Even you get the car for free.. you still need to pay tax based on evaluation and currency of country of origin.

Usually the tax imposed (for 8 years old or more) on car is less than the market value of the car... A RM24.5k car ... would probably be at around RM40k total (tax and cost)

3) 10% devalued every year after 6 years

so then,i get a 5yr old model / 7 yr
10% de-valuated = 50% / 70%
24500 x 50% = 12250 / 24500 x 70% = 17150
12250 +(12250 * 165%) = 32462 / 7350 + 165%tax= 19477.5

if this;pretty acceptable..i think so.. wink.gif

That is not how you calculate... by your methods a 9/10 year old car would be tax free... but it is not...
it is a year by year depreciation... (with the exception of the 6th year) and the value will not reach zero for a infinate number of years...

and It is the retail value of the car brand new...not the price at which you purchased 2nd hand that is used to calculate..Surely the retail price of a mid/high end, 2L BMW cost more than RM24500 brand new.

4th year .. 65.61%
5th year .. 59.049%

You see the huge gap between 5th and 6th years....

A 6 year old car 2L car ...30%value of car x 120%= 36% price of the initial retail price of the car, would be the tax to be paid.

say a car at RM 90k initially after 6 years will still need to pay RM32.4k in taxes

Sigh... Was looking so hard for this information earlier on when I was planning to buy a car overseas while I was still there...

Guess I'm waaaaay too late now and it costs waaaaaay too much and waaaaaay not worthwhile to bring nice cars into Msia... Maintenance, tax, wonderful ROADS in MSia will juz spoil the cool ride.

naza can help u for an additional rm30-40k depending on type of cars. if u have your own AP, it's gonna be cheaper.

Yes.. Stay in the country for more than a year and own the vehicle for more than 9 months...

By that time tax would likely have cahnged... as of now..

4th year .. 65.61%
5th year .. 59.049%
6th year .. 30%

Japan made car have 25% off initially... So lets say a 2L, 6 year old car for RM X...

Amount taxed = (0.75)(0.30)(1.20) X = 0.27X, or 27% of RM X, the intial purchase price of car.

Cars in Japan over 3 yo need to pay shaken that is good for 2 years.. this may range from RM 3 to 4k or more...

The most worth for your hard earn cash now/minimal tax, would be ... for a good quality 2nd hand over 6yo cars, There is also a problem of AP... but (as of now) each citizen is entitled once in a life time AP if you stay more than a year abroad..... that is normal citizens.. not the undertable, underdeclared, unethetical, abuse of rights, AP kings

but how much is the transportation fee from uk to malaysia? anyone know?? will it cost more than rm1ok?

malaysia shouldn't protect their local cars. Look at Myvvi for instance? Does it look like a car that cost 50,000? I think if you put this car in international market people would rather chip more for a used mini cooper (new version).

If the government did not protect the local car market I think that proton would be forced to improve their cars due to competitors and this would be a very good option. Look at now and the future? Proton is still selling new cars the age of mine, this really upsets me.

And for what I think Perdana V6 should just be priced less then rm40k. The CRV high spec in the USA is just about $25k USD which after conversion is less then a new perdana. And not to forget the CRV is a jap car not local there.

Unlikely they will ever get their citizenships unless they covert to Muslim. There are so many stories that foreign citizens try so hard to get their PR here.

This it true as i am one of them who is bringing back my car (toyota celica) from london. U have to to have proof of being in UK for 1 year as for me studying there for 1 1/2year i sufficient and must possess the car for at least 9 month....

The transport for mine cost 600pound at Uk port and additional RM1000 at msia port( as far as my i know and what i had to pay ) just last month

Hi BeastX, how do we determine in which year is the car in? Eg. the car is produced in Dec 1, 2000, can I declare is at its 2nd year at Jan 1 2001 (which in fact is only 1 month old) or at its 3rd year Jan 1 2002?

If the above is true, isn't it always feasible to import car in Jan than in Dec.?

Seems a lot has changed since I bought back my car in 2003....

Getting an AP was very easy. Got mine in a day. As long as you have all the documents you should be fine. Same conditions like now, 9 months ownership, studying overseas for at least a year, etc. They'll also want to see your road tax and insurance overseas.

Customs was a headache though. At the time, my 1.8L Lancer was taxed at 170%!!! To compound the problem further, the customs will value the car THEMSELVES, not the value that you bought the car! They kept insisting using the Japanese price of a Lancer instead of the price of my Australian-assembled Lancer which was much cheaper. You can show your receipt, invoice, whatever, and they'll still ignore it and use their price.

Luckily though, the value of the car is negotiable. They'll consider depreciation, and of course deduct the value of the tax you paid overseas. I ended up paying about 90% of the value of the car for the customs duty, which is still quite high but better than paying 170%..... sweat.gif biggrin.gif

the 600 pound is the inclusive contena cost and all until sampai to msia. but if u want to take insurance itll cost u some more.
